They are not interchangeable. Which one is right depends on your current level and the goal you name.
English Proficiency Programme
Best for: Building general English, level by level
A structured English-development pathway based on your current CEFR level and your objective. Suitable if you need to build or improve general English before progressing to a specific exam or goal.

Best for: A required IELTS band for study, work or migration
A specific exam-preparation pathway for learners whose objective is IELTS. Entry is informed by assessment where appropriate.
